What is 'Filling the Data Gap'

Filling the Data Gap: International Engagement in the School Sector is a research initiative fully funded by the federal Department of Education and Training (DET) through an Enabling Growth and Innovation (EGI) grant.

Measuring the school sector’s contribution to Australia’s international education industry is currently a major challenge. Collection of relevant data, including numbers of international students in Australian schools, is piecemeal and uncoordinated.

The Filling the Data Gap project will count the number of international students in Australia’s schools, the types of programs attracting interest and the types of visas students hold. The project will also count the outbound international mobility experiences of Australian high school students, including the types of experiences they participate in.

This will be the first time an attempt has been made to provide a comprehensive picture of the depth and breadth of international engagement in secondary schools nationally. It is anticipated the findings will have potential to influence sector strategy and policy development undertaken by the Australian government, state and territory governments, peak bodies and education providers.

Schools in scope are those with formal sister school relationship/s, those that host international students or study tours, or those with students participating in outbound experiences such as student exchange programs, overseas excursions or service learning abroad. Schools must have participated in at least one of these forms of internationalisation in 2018 to be included.

The survey will be conducted online during Term 2 in 2019.

Please note, applications for approval to conduct research in schools have been submitted for all states and territories (government schools) and all Archdiocese/Diocese (Catholic schools). A number of these applications are still being assessed. If the authorising organisation for your school is not listed above, please contact our project manager.

The final decision to participate in this research rests with individual schools. By completing the online registration form, you are confirming your school’s participation in the survey.

Registration and participation

There is no cost to schools to participate in this important survey – the project is fully funded and participation is voluntary.

Completion of the online registration form will confirm principal consent for the school to participate in the Filling the Data Gap project. If a school decides to participate and later wishes to withdraw, it can do so at any time without prejudice. Information collected up to the point when a school withdraws may continue to be processed.

Administration

Administration of the survey is led by i-graduate, with assistance and guidance provided for every participating school at each step in the process. The total time commitment required from the school will vary dependent on an individual school’s level of international activity and associated record keeping. However, it is anticipated administrative requirements will be minimal, with a total time commitment estimated at two to three hours. The primary activity required of participating schools will be to complete the online survey. The survey will request detail of formal sister-school relationships and numbers of inbound and outbound students in various categories.

Note: No parental, guardian or student consent is required as participation is at a school level and does not require identification of or participation by individual students.

Management of information collected, privacy and confidentiality

No personal information identifying individual students is collected as part of the survey.

All data collected is stored securely in i-graduate’s SQL database and kept for the purpose of longitudinal study. Any analysis of data is carried out using anonymised identifiers and without personal information. Only authorised personnel can access the data and no demographic data which could directly identify a student is collected.

The identity of participating schools will only be disclosed in project reports, and only with the consent of each school. Otherwise, the identity of participating schools will not be disclosed at any time, except in circumstances that require reporting under national mandatory reporting laws, or where the research team is legally required to disclose that information. School privacy, and the confidentiality of information disclosed by participating schools, is otherwise assured at all times. Individual school results will not be identifiable in project reports.

Anonymised, aggregated data may be used for the purpose of longitudinal study in future years.

Reporting

All participating schools that complete the survey will be eligible to access school-specific reporting that provides a basic comparison of school activity levels against key benchmarks including home state/territory and national benchmarks. In addition, a summary of aggregate research findings will be made available to all participating schools.

i-graduate will also prepare a summary report outlining key findings of the research for the federal Department of Education and Training and intended for the public domain.
